ESSENTIAL DUTIES AND RESPONSIBILITIES The City Treasurer functions according to state and local requirements. Oversees daily receipt of cash and posting for utility billing. Invests idle cash and transfers. Prepares all reports, i.e., accounts receivable utilities, cash and investments, revenue and expense summary, accounts payable, revenue comparisons. Signs checks. Attends council meetings. Coordinates preparation of annual budget and presents budget to state agencies. Prepares work papers and assists auditors in preparation of annual audit. Responsible for all annual financial reports required by state and federal agencies. Implements procedures and designs forms to streamline financial workflow. Assists department heads with financial and budgetary tracking. May work extended hours or perform divergent tasks as assigned. QUALIFICATIONS Knowledge in governmental fund accounting, familiar with standards of GASB, FASB, GAAFR, & AICPA; written and verbal communications, interpersonal and public relations. Audit preparation, report writing, budgetary and investments. Three years or more of experience in supervising, accounting, and data processing functions, preferably in the governmental or public sector. EDUCATION AND/OR EXPERIENCE BS/BA degree in accounting or business administration or equivalency.
